The measures cover port congestion at Beira, overweight containers from
China and cargo moving from the Far East to Réunion. CMA CGM will introduce a Port Congestion
Surcharge (PCS) of US$100 per container for shipments from Beira, Mozambique,
to all destinations. The new charge
will apply to dry, hazardous and out-of-gauge (OOG) cargo from 15 November
2026. However, countries subject to filing requirements will have a later implementation
date of 30 November 2026. According to CMA CGM, congestion at the Port
of Beira has prompted the measure. The carrier also stated that shipments
remain subject to space availability.
The announcement follows an earlier Beira congestion surcharge reported by Container
News in March 2026. However, the latest surcharge covers shipments to all
destinations. Meanwhile, CMA CGM will
introduce an Overweight Surcharge (OWS) of US$300 for selected shipments from
China to Indian Ocean destinations.
The charge will take effect on 1 November 2026 and remain in place until
further notice. It applies to 20-foot dry containers with a gross weight
exceeding 18 tonnes. However, Port
Louis in Mauritius remains an exception. The existing overweight surcharge of
US$500 per container will continue to apply to this destination. In addition, CMA CGM will apply a Peak
Season Surcharge (PSS) of US$300 per TEU on shipments from the Far East to
Pointe des Galets, Réunion. The
surcharge will take effect on 15 November 2026 and cover all cargo types.
For shipments originating in China, the charge will depend on applicable
Shanghai Shipping Exchange filing requirements. Alternatively, CMA CGM may
include the surcharge in the ocean freight rate. Other charges, including bunker-related
surcharges, terminal handling charges and local fees, may also apply.
