The Ministry stated that the application window will open on April 1 and
run through September 30, with winners named by year-end. Bidders will be scored on developer track
record (35%), financial muscle (30%), and execution plan (35%). The Ministry
added that local content will be looked at very favourably in execution
scoring.
The total score must be above 70 points, and the
developer with the best execution capability will be selected.
Grid connection is targeted for 2030-2031, with five extra years of
power purchase offered to projects that are connected to the grid ahead of
schedule. Taiwan’s cumulative
offshore wind power installed capacity has reached 4.5GW, comprising 482 wind
turbines. The country is steadily expanding its offshore wind power market, and
currently ranks fifth in the world.
