Delhi Set to Roll Out Forward-Looking Logistics and Warehousing Policy 2025

The new policy aims to transform Delhi into a model for sustainable and efficient logistics through the development of dedicated logistics hubs, green freight corridors, and technology-driven solutions. It is designed to ease urban traffic congestion, improve air quality, and enhance the ease of doing business in the national capital.

Structured around 16 strategic action points, the policy proposes several impactful reforms such as enabling 24×7 logistics park operations by amending the Model Shops Act, introducing digital delivery management systems to streamline truck movements and reduce peak-hour load, and simplifying processes by merging trade and establishment licenses for warehouse operators and related businesses. “This is a landmark policy that will clean up and speed up our logistics infrastructure. Highlighting the need for this shift, Sirsa revealed that Delhi currently sees the movement of 10 lakh tonnes of freight daily via over 1.93 lakh vehicles, with a significant portion of these contributing to traffic congestion and pollution. Trucks transporting construction materials, textiles, food items, and pharmaceuticals form a major part of this volume.

Lack of organized warehousing has forced freight vehicles into the city’s core areas, worsening air pollution and disrupting mobility. To counter this, the policy envisions the relocation of warehouses to peripheral zones and the establishment of three Urban Consolidation and Logistics Distribution Centres on the city’s outskirts. These centres will be backed by incentives for traders and promote the shift of last-mile deliveries to electric and CNG vehicles. “These steps will significantly cut down emissions and decongest major hotspots like Azadpur, Ghazipur, Naraina, and Karol Bagh, setting a new benchmark for urban logistics planning,” the Minister added.

The policy marks a decisive step toward building a cleaner, faster, and more resilient logistics ecosystem for the capital city.
