Introduction
India’s digital logistics
transformation has been built at national scale, but its next phase will be
experienced increasingly at the State level. Platforms such as ULIP create
common digital infrastructure, while States and Union Territories bring the
local systems, departments and use cases that shape day-to-day freight
movement. As these two layers connect more deeply, national digital
capabilities can translate into practical improvements in planning, visibility
and coordination across regional logistics ecosystems.
A national digital backbone
ULIP provides the foundation for this model. Developed under the National Logistics Policy, it enables secure, standardised data exchange across logistics-related government systems through APIs. As of September 2026, ULIP connects 13 Ministries and 49 systems through 142 APIs and 2,000+ data fields, with 2,450+ registered companies and 300+ applications developed on the platform. ULIP has onboarded 11 States and 2 Union Territories. This national backbone creates a common framework that States can build upon rather than having to establish every digital connection independently.
