More than 500 people participated in a public hearing at Thirumalairayan Pattinam on September 9, organised by the Puducherry government’s Environment Department and district administration.      Karaikal Port Pvt Ltd (KPPL), part of Adani Ports and Logistics, has proposed increasing the port’s cargo-handling capacity from 21.5 million tonnes per annum (MMTPA) to 100.3 MMTPA, adding 78.8 MMTPA under its master plan development.        Fishermen and environmental activists expressed concern about the proposed dredging, reclamation and diversion of a river/creek. The project involves around 42 million cubic metres of capital dredging, 4.2 million cubic metres of annual maintenance dredging and reclamation of about 137 hectares, according to the public hearing proceedings.

Residents and fishing communities fear that these activities could alter coastal currents, sediment movement and marine habitats, potentially affecting fish stocks and fishing grounds. They also raised concerns about restricted access to the sea and possible impacts on fishing income.      Farmers and residents cited concerns over pollution, including coal dust, as well as possible effects on agricultural land and local water resources. Some participants also raised concerns about coastal erosion and the potential impact on Olive Ridley turtle nesting areas. The opposition adds to longstanding concerns among local communities over the port’s impact on fishing and agriculture. Earlier public-hearing records also documented complaints regarding fishing access, coal dust, water pollution and impacts on agricultural activities.     The proposed expansion will now face scrutiny over its environmental and social impacts as authorities consider the concerns raised during the public consultation.
