Chennai Port Plans ₹17,700 Crore Outer Harbour Development
Chennai Port is moving ahead with plans to develop a major Outer Harbour project, with an estimated investment of around ₹17,700 crore, as part of efforts to expand capacity and strengthen the port’s position on India’s east coast.

The project is being revived in response to growing industrial activity in Tamil Nadu and neighbouring states, rising transshipment requirements and the increasing deployment of larger, deeper-draft container vessels. Chennai Port’s official project documents identify capacity addition and improved access for larger ships as key reasons for developing the new harbour.   The proposed development is expected to include new deep-draft berths, breakwaters, dredging, reclamation and supporting infrastructure, with the objective of creating additional container-handling capacity and improving the port’s ability to accommodate large vessels.   The project is also expected to benefit from improved regional connectivity. The upcoming Chennai–Maduravoyal elevated corridor is being considered an important link for moving additional cargo between the port and the wider industrial and logistics network of Tamil Nadu.         Chennai Port has previously explored an Outer Harbour and mega container terminal project, but the proposal was subsequently dropped before being revived amid changing market conditions and increasing demand for additional port capacity. Government investment documents currently list the Outer Harbour project among major projects being prepared for development through the PPP model.

The proposed expansion comes as India seeks to increase the capacity and competitiveness of its major ports and develop stronger direct shipping connections. A modern deep-water Outer Harbour at Chennai could help accommodate larger vessels, improve operational efficiency and strengthen the port’s role in regional container trade.   Once implemented, the project is expected to create significant additional maritime infrastructure while supporting the growth of containerised trade, manufacturing exports and logistics activity across Tamil Nadu and southern India.   The ₹17,700-crore investment would therefore represent a major long-term expansion of Chennai Port and could reshape the port’s capacity and competitiveness in the years ahead.
